Marianne: Atkinson BACKDATED secret changes to key whistleblower forms and rules AFTER the Whistleblower filed his complaint. The complaint was filed in AUGUST. The forms and rules were changed in SEPTEMBER, but backdated to August. The changes eliminated the requirement that whistleblowers provide first-hand evidence to support allegations of wrongdoing. The changes accommodated the complaint, which was based entirely on second-hand information. Atkinson claimed that the changes were made “in response to recent press inquiries regarding” the Whistleblower's complaint. However, the complaint didn't go public - and the press didn't know about it - until the second week of September, when Atkinson notified Congress. The week after that, on September 24th, is when the changes were uploaded to the ICIG website, accompanied by a claim that they were made back in August. None of it makes any sense. How could the forms have been changed back in August if they were changed in response to press inquiries that could not have been made until mid-September at the earliest? Atkinson ignored legal guidance from both the Director of National Intelligence and the Department of Justice that the complaint was statutorily deficient and that he would break the law, if he forwarded it directly to Congress. To be forwarded directly to Congress, it had to meet the legal definition of an “urgent concern”, and they told Atkinson that it did not do so. Atkinson forwarded it anyhow. Once the complaint was in the hands of Congress, classified material was repeatedly and illegally leaked. Atkinson admitted that the Whistleblower had lied on his complaint form by concealing previous interactions with House Democratic staff prior to submitting the complaint, yet, even after Atkinson knew that, he never investigated the obvious potential coordination between the Whistleblower and House Democrats.
