Chicken Kiev Baron On Course For Big EU Trade Win
Ukraine has unexpectedly come out on top in a spat with Brussels over a special type of chicken import that has infuriated Europe's poultry farmers.
Two people following the case said Brussels and Kiev have reached a provisional deal that Ukraine will be allowed to ramp up its exports of prime chicken breasts to the EU, despite farmers complaining that Ukraine's poultry industry is undermining them through a cunning legal loophole.
A European Commission spokesperson confirmed to POLITICO that it had reached a new agreement with Ukraine on poultry, which will now be sent to the Council of the EU and the European Parliament.
The dispute hinges on the EU's 2016 trade agreement with Ukraine. The accord is a highly prized tool in the West's bid to help Kiev extricate itself from Russia's political orbit.
One Ukrainian business magnate, however, sensed a controversial opportunity in the deal that forced Brussels and Kiev back to the negotiating table last year. The problem was chicken.
European farmers cried foul that one company in particular ... had discovered an ingenious and completely legal workaround.
POLITICO revealed last year that Ukrainian poultry farmers were exploiting a loophole in the deal that allowed them to export the most valuable cut of meat — the chicken breast — tariff-free. The EU usually applies prohibitive tariffs on chicken breast in order to safeguard domestic producers.
European farmers cried foul that one company in particular, a giant poultry business called MHP, controlled by Ukrainian billionaire Yuriy Kosyuk, had discovered an ingenious and completely legal workaround.
It could send chicken breasts with bones still inside — since dubbed the "Batman cut" — and avoid tariffs, since the product is different from chicken breast. Meatpackers inside the EU could then simply slice out the bone, and sell the breast without having paid the tariff.
The European Commission last year told POLITICO it thinks the practice contravenes the spirit of the agreement. It then reopened trade talks, in a barely publicized move, specifically to resolve the poultry dispute.

European poultry farmers are highly unlikely to welcome the result, however, as it offers a generous concession to the Ukrainian exporters. One European diplomatic official and one official close to the Ukrainians told POLITICO that both sides have now concluded a provisional deal, which would outlaw the so-called Batman cut workaround.
However, both officials added that the compromise would at least double the import quota for Ukrainian chicken breast, which is currently set at 20,000 metric tons per year. Such a figure would infuriate European poultry farmers, who feel that they should not be penalized for a negotiating oversight made by the European Commission.
The official close to Kiev said that the original quota is being replaced by a figure of 50,000 metric tons. But the European diplomat briefed on the talks said that the original quota of 20,000 metric tons would be supplemented by another 50,000 metric tons — meaning a total of 70,000 metric tons. Industry officials in Brussels also indicated that they have heard the 70,000-metric-ton figure.
Ukrainian government officials in Brussels declined to comment on the numbers, citing the ongoing process. Heads of European governments must still sign off on the deal.

24 Jul 2023 10:01MOSCOW. July 24 (Interfax) - Ukraine intends to export a number of new agricultural products to China by the end of 2023.
The subcommittee on Ukraine-China trade and economic cooperation discussed the prospects of getting new Ukrainian products onto the Chinese market at a meeting in Kiev on Friday, Ukrainian media reported, citing the State Food Safety and Consumer Protection Service.
Ukraine is prepared to export honey, flour, fish products, poultry, peas, fresh blueberries and feed for livestock (premixes).
At the meeting, the parties agreed to prepare protocols for signing on exports of Ukrainian goods by the end of the year, and to have veterinary experts start sharing experience.
More than 900 Ukrainian businesses now have the right to export their products to China, including 227 that can export corn, 35 that can export milk and other dairy products, 55 that can export soybeans, 51 barley, 48 meal and cake, six beef and 10 that can export frozen blueberries and bilberries.

So, if you're one of the consumers purchasing raw chicken wings in stores, and you're in need of a recipe, read on for how to bake a chicken wing and a spicy sauce that can be served one of two ways.
Chicken wing recipeFor two hours, brine one pound of chicken wings in water, salt and baking powder and keep refrigerated. In doing so, you'll maintain the tenderness of the chicken.
After two hours of brining, preheat the oven to 425 F. Brush a baking pan with oil to avoid the chicken wings sticking to the cookie sheet.
Spread the chicken wings over the pan apart from one another. Bake the chicken wings for 30 minutes and flip them to the other side after 15 minutes.

Once 30 minutes have passed, check the skin for crispiness. If the outer layer of the wing isn't crispy enough for your liking, keep them in the oven for another 10–15 minutes, checking every 5 minutes.

Cook the peppers until very soft and tender.
MELT-IN-YOUR-MOUTH CHICKEN WINGS FROM A KENTUCKY CHEF: RECIPE
In a separate pan over medium heat, add three fresh garlic cloves in a pan. Be sure to keep the thick layer of skin on while you soften the garlic. Add ¼ cup of water and cover with a lid for 10 minutes. Make sure none of the garlic is burning at any time. If it is, flip the cloves over to their other sides.
Once the garlic has softened for 10 minutes, peel the skin off and set aside to cool.
CRISPY AIR FRYER CHICKEN WINGS WITH HOT HONEY: TRY THE RECIPE
In a blender, include water, garlic, melted butter, salt and black pepper. Blend until smooth. Remove the stems from the Hungarian wax peppers and include in the blender.
For the pepper seeds, you can choose to remove them with the stem or include them in the blender. The more seeds, the more spice. Blend with the peppers until smooth.

Lastly, add diced mango and blend until smooth.
While the sauce mixture will be smooth, it will include small chunks and look more like applesauce than a thin wing sauce. If you prefer this texture, immediately toss the wings in the sauce.
Once the wing sauce has stuck to the skin of the chicken, toss again for an extra layer of sauce.
If you prefer a thin sauce, you'll want to drain the thick ingredients. If you intend to do this, you'll need 24 hours of preparation time.

To drain sauce, you'll need a bowl, cheesecloth and something to hold the cheesecloth down like a large rubber band or string of sorts.
Place one layer of cheesecloth over the bowl and secure it, so it does not move, and it is tightly stretched across the bowl. Then, layer the wing sauce on top of the cheesecloth. Be sure to cover the whole cloth and give the wing mixture plenty of space.
The sauce will drain into the bowl leaving all chunks behind.

Refrigerate this set up for 24 hours to ensure all the sauce drains into the bowl.
At least 2–3 times throughout the 24 hours, use a fork or spoon to course through the mixture atop the cheesecloth.
This will ensure all sauce has the opportunity to drain into the bowl.
Reheat the sauce on the stovetop or microwave and toss with hot chicken wings.
